Citizen and Anonymous Complaints and Follow Ups:

Here you will find all of the complaints regarding the Pacifica Police Department from the Citizens of Pacifica. Our goal is to both document and follow up on these complaints. Check back often to see any and all updates regarding these complaints.

Update:

Seems the Harassment has already started for Victoria and her family due to her letter to the City Manager. According to Victoria, her son was pulled over by the Pacifica Police Department for having an obstructed license plate (he had a trailer hitch which Victoria said did not obstruct the view of the plate, but I cannot comment because I have not seen the subject vehicle). Although this is a legitimate reason to pull someone over, Victoria feels her family is being targeted due to her complaints regarding the Pacifica Police Department. Check the documented misconduct page to read about how the Pacifica Police Department likes to use "tricks" to pull over anyone they want.

Complaint 1 July 2005:
City of
Pacifica
June 11,2005
Attention: City Manager
170 Santa Maria Avenue
Pacifica, Ca.94044

Dear City Manager:

I am writing this letter on behalf of my daughter, who was incarcerated on
Sunday, June 5th 2005. I am writing you because I was appalled in the manner in
which your police department handled my daughter's arrest, and in the way that
the officer had little or no concern for the safety or well-being of my
grandsons. I feel there is a proper and dignified way to handle incidents such as
these and that your officers need to be trained and proficient in these types
of matters.

The following are the facts as they occurred that afternoon as
recalled by my daughter:

Sunday, June 5, 2005 approx. 5:30 PM

My daughter, her brother and her two sons, one of which was 9months old, went
into the Pacifica police station to report 2 checks that were written
fraudulently

Officer Bell  questioned the group. Then Officer Bell left for a few minutes
and when he came back  he told my daughter that he had to talk to her outside.

She went outside with him and her son followed and was wondering where his
mother was going.   The Officer then told her son to stay inside.   The Officer
then told my daughter that she had a warrant and that he was arresting her.
She was not aware she had a warrant nor explained as to what it was for

He then handcuffed her and told her he was taking her to jail.   She asked
him if she could tell her children and the officer refused, giving her no
options.   She then asked if she could call her mother- in- law, whom she lives
with, to make sure she was home for the children.   The officer again refused.
She was taken away without her children knowing what happened to her.   Her son
was hysterical and traumatized over the ordeal

The officer told my daughter that her brother would handle the children.
They had all driven  in my daughter's car so My daughter asked the officer if my
son's girlfriend had a license to drive the children home.   The officer
said," Yes". She had specifically told the officer that she only had a permit and
the officer told her that was okay, just go straight home.

The officer then took my daughter to the Women's Detention Facility in south
county driving in speeds of up to  85-90 MPH, only to slowing down and braking
when he saw the CHP cruiser on the road. It should be noted, at no time was my
daughter ever buckled in with a seat restraint.

I feel what my daughter and her family has gone through could have
been avoided or possibly handled in a more appropriate manner considering she
did not resist arrest nor argue with the officers
I  respectfully  request that you look into this matter and see to it that
incidents like these never happen to another  citizen in this town  or anyone
that comes to visit Pacifica. I would appreciate a response at your earliest
convenience.

Sincerely,
Victoria
